Q: Where should the handle of the cup on a tea serving be placed?

A: The handles point to the right so that guests may most easily pick them up.

Indeed, the handle to the right and the spoon also to the right of the cup on its saucer. We ought to stir and drink tea with our right hand so this is the most natural and comfortable placing. If serving some dessert, you put the dessert plate in front of the placemat or tablecloth and the teacup & saucer to to the right, slightly higher. A dessert fork and spoon can be placed above the dessert plate.

When sitting a table for DINNER WHERE IS THE SILVERWARE to be placed around the plate. . we have a monthly dinner at church and there is an argument as to where the silverware are to be placed. Thank You Carol Perry

Forks go to the left of the plate knives and spoons go to the right. If there are multiple courses, utensils that will be used first go on the outside.
